One year later, the National Committee for Mental Hygiene was established by a little gathering of change disapproved of researchers and researchers – including Beer himself – which denoted the start of the "mental cleanliness" development. In 1867, a suggestion went to the New York State Legislature to set up a different shelter for constant mentally sick patients.
